 8月11日9时，市防汛抗旱指挥部启动全市防汛二级应急响应，全市上下迅速投入防汛应汛相关工作。11日12时开始，城区易积滞水点位“三个责任人”有序到岗履职，提前预置抽排水设备和挡水板等设施。11日18时前，各级包保责任人员有序组织山区险村险户、低洼院落等受洪涝灾害、地质灾害威胁区域的人员完成转移；相关方面有序落实在建工地停工以及关闭山区露营地、山区景区、普通涉山涉水类景区等措施。12日开始，倡导企事业单位采取弹性工作方式或错峰上下班。学校视情停学及线下培训，停止野外教学活动。暂停有组织的户外体育类活动。重点危险区域和主要抢险救援道路实施临时交通管制措施。公共交通运营企业在保障安全的基础上全力做好公交、地铁等交通服务保障，遇有险情采取封闭站口及停运相关措施。根据天气预报情况，各项工作还将作出动态调整。
