"content": "<h3 style=\"text-align: center;\"><a target=\"_blank\">国家广播电视总局党组理论学习中心组举行 2024年第三次集体学习暨第一期习近平新时代 中国特色社会主义思想读书班 <img class=\"aligncenter\" src=\"https://www.nrta.gov.cn/picture/0/s_a7b32d39a1454a3eb42f9f0aaeb3e253.jpg\" width=\"700\" height=\"393\" /></a></h3> <p class=\"text-tag\" tabindex=\"127\"> 4月26日，国家广播电视总局党组理论学习中心组举行2024年第三次集体学习暨第一期习近平新时代中国特色社会主义思想读书班。中央宣传部副部长，国家广播电视总局党组书记、局长曹淑敏主持集体学习研讨并讲话。此次学习采取自学和集体研讨相结合形式，深入学习贯彻《中国共产党章程》《中国共产党纪律处分条例》。在认真自学基础上，国家广播电视总局党组成员、副局长朱咏雷作重点发言，国家广播电视总局党组成员、副局长董昕、杨国瑞分别领学《中国共产党章程》《中国共产党纪律处分条例》有关章节。政策法规司、监管中心、中广联合会主要负责同志作交流发言。</p> <p class=\"text-tag\" tabindex=\"128\"> 会议指出，党的十八大以来，党中央把纪律建设摆在更加突出的位置，成为新时代党的建设总体布局的突出亮点。习近平总书记高度重视党的纪律建设，亲自部署以学习贯彻新修订的纪律处分条例为契机，在全党开展一次集中性纪律教育，亲自审定党纪学习教育工作方案，多次就开展党纪学习教育发表重要讲话、作出重要指示批示，为推进纪律教育常态化提供了重要遵循。</p> <p class=\"text-tag\" tabindex=\"129\"> 会议强调，广电总局各级党组织和党员必须把党纪学习教育作为一项重大政治任务抓实抓好，切实把思想和行动统一到习近平总书记重要讲话、重要指示批示精神和党中央决策部署上来，深刻领会开展党纪学习教育是深入学习贯彻习近平总书记关于党的自我革命的重要思想的必然要求，是推动全面从严治党向纵深发展的重要举措，也是推动广播电视和网络视听高质量发展的重要保障，进一步强化纪律意识、加强自我约束、提高免疫能力，增强政治定力、纪律定力、道德定力、抵腐定力，坚定拥护“两个确立”，坚决做到“两个维护”。</p> 会议强调，广电总局作为践行“两个维护”的第一方阵，必须在深入开展党纪学习教育、严守纪律规矩、做到忠诚干净担当上走在前、作表率。<strong class=\"text-tag\" tabindex=\"130\">一是</strong>坚持以《条例》为学习重点，真正学懂弄通党的政治纪律、组织纪律、廉洁纪律、群众纪律、工作纪律、生活纪律的主旨要义和规定要求，切实解决一些党员干部对党的纪律“不了解、不掌握”的问题。<strong class=\"text-tag\" tabindex=\"131\">二是</strong>坚持以党的纪律为准绳，突出以案促学，从领导干部做起，严格执纪问责，切实解决一些党员干部对党的纪律“不上心、不敬畏”的问题。<strong class=\"text-tag\" tabindex=\"132\">三是</strong>坚持以服务中心工作为导向，把学习教育同落实中心任务结合起来，把从严管理监督与激励担当作为统一起来，加强督导检查，用好考核评议指挥棒，切实解决一些党组织和党员对维护党的纪律“不担当、不负责”的问题，以纪律建设新成效推动保障广电事业新发展。 <span class=\"text-tag\" tabindex=\"133\"> </span>",

"content": "4月25日，国家广播电视总局、工业和信息化部、中央广播电视总台、北京市人民政府在京举行“中国<span class=\"text-tag\" tabindex=\"127\">（</span>北京<span class=\"text-tag\" tabindex=\"128\">）</span>超高清电视先锋行动计划”合作备忘录签约仪式。 中共中央政治局委员、北京市委书记尹力出席签约仪式。中央宣传部副部长，国家广播电视总局党组书记、局长曹淑敏，工业和信息化部党组书记、部长金壮龙，北京市委副书记、市长殷勇，中央广播电视总台党组成员、副台长王晓真致辞。北京市委副书记刘伟主持签约仪式，国家广播电视总局党组成员、副局长朱咏雷、董昕、杨国瑞，工业和信息<span class=\"text-tag\" tabindex=\"129\">化</span>部党组成员、副部长王江平，北京市副市长马骏出席签约仪式。 <p class=\"text-tag\" tabindex=\"130\">曹淑敏指出，当前超高清正成为继模拟、标清、高清之后的视听技术发展新趋势，呈现网络视频化、视频超高清化、沉浸化、智能化等鲜明特点，在满足人民群众高品质视听需求的同时，将有力促进文化产业和数字经济发展，对推动科技创新、抢抓生成式人工智能发展机遇、加快发展新质生产力，助力经济社会高质量发展意义重大。经过多年努力，我国视频技术从标清学习、高清追赶，发展到超高清部分自主核心技术处于世界先进水平，但产业链不协同、上下游不贯通问题比较突出。广电总局将会同工业和信息化部、中央广电总台和北京市等，充分发挥我国的制度优势和市场优势，强化全链条系统布局，强化各环节重点突破，强化各主体协同推进，推动超高清全产业链贯通发展，为以中国式现代化推进强国建设、民族复兴伟业作出新的更大贡献。</p> <p class=\"text-tag\" tabindex=\"131\">金壮龙指出，党的十八大以来，我国视听电子产业发展取得历史性成就，产销规模稳居世界第一，应用赋能效应日益明显，正朝着产品智能化、需求多元化、品质高端化方向加速迈进，产业发展潜力巨大，空间广阔。工业和信息化部将全面贯彻党的二十大精神和习近平总书记关于新型工业化的重要论述，与各有关部门、各地方一道，以实施中国（北京）超高清电视先锋行动计划为契机，深入落实推动视听电子产业高质量发展的指导意见，着力加强技术攻关、补齐短板弱项，着力拓展应用场景、赋能千行百业，着力发展新型产品、培育优质企业，着力做好要素保障、优化产业生态，加快构建现代化视听电子产业体系，为改善生产方式、提升生活品质、促进高质量发展提供坚实支撑。</p> <p class=\"text-tag\" tabindex=\"132\">殷勇指出，北京将大力推进超高清视听全产业链优化升级，努力打造国际一流的中国数字视听制作中心。进一步抓好关键核心技术攻关，聚焦超高清成像、音视频编解码等领域开展协同攻关，努力实现关键技术突破、关键设备国产化规模使用。进一步抓好应用场景建设，支持中央广播电视总台超高清示范园建设，支持北京广播电视台打造超高清制播体系，升级改造有线电视基础网络，加强超高清技术在重大活动和赛事等场景的应用。进一步抓好产业发展生态优化，用好中关村新一轮先行先试政策，发挥政府基金引导作用，鼓励社会资本加大超高清项目投资力度，支持各类创新主体参与国际标准制定，支持引进国内外顶尖技术人才，努力营造一流营商环境。</p> <p class=\"text-tag\" tabindex=\"133\">王晓真指出，在中宣部有力指挥下，在国家广播电视总局、工业和信息化部等部委和北京市委市政府的关心支持下，总台持续深化“5G+4K/8K+AI”战略格局，在超高清内容生产、制播关键技术研发、设备自主研制、节目质量控制、技术指标体系建设方面不断取得创新突破。下一步，总台将持续提升超高清节目生产能力，推动超高清优质内容供给和服务升级；奋力打造全球超高清创新高地，加快推进北京超高清示范园“央视界”等重点项目建设，全力推进全产业链优化升级，推动“百城千屏”项目落地生根、开花结果；加快超高清技术成果转化应用，进一步加强与各部委、北京市委市政府以及各相关产业的紧密协作，在世界上树立起超高清领域的“中国标杆”。</p> <p class=\"text-tag\" tabindex=\"134\">国家广播电视总局、工业和信息化部、中央广播电视总台、北京市有关部门负责同志，部分省级广电机构及网络运营商有关负责同志，部分网络视听平台和超高清产业链知名企业代表参加签约仪式。</p>",

"content": "<p class=\"text-tag\" tabindex=\"123\"> 6月28日上午，第三届中国广电媒体融合发展大会在京开幕。大会由国家广播电视总局、北京市人民政府指导，中共北京市委宣传部、北京市广播电视局主办，以深化广电媒体融合发展、推进文化强国建设为主题，以学习宣传贯彻党的二十大精神、贯彻落实习近平总书记在文化传承发展座谈会上的重要讲话精神为主线。中宣部副部长，国家广播电视总局党组书记、局长曹淑敏出席开幕式主论坛并作主旨演讲，北京市委副书记、市长殷勇出席开幕式主论坛并致辞。</p> <span class=\"text-tag\" tabindex=\"124\"> 曹淑敏指出，大会要深入贯彻落实习近平总书记关于加快推动媒体融合发展，建设新型主流媒体，构建全媒体传播格局的重要论述，深入贯彻落实习近平总书记在文化传承发展座谈会上的重要讲话精神，以广电行业的新作为，展现新气象，作出新贡献。曹淑敏强调，要深化媒体融合，做好习近平新时代中国特色社会主义思想宣传，强化头条意识，做强做优理论节目，加强融合传播，推动党的创新理论“飞入寻常百姓家”；要担负起新的文化使命，做好中华优秀传统文化创造性转化、创新性发展，培育和创造新时代中国特色社会主义文化，强化对外传播、讲好中华文明故事，秉持文化追求、突出价值引领；要加快融合聚合，推进主力军挺进主战场，通过成立全国广播电视新媒体联盟，推动广播电视媒体融合和新媒体聚合联合，化“散”为“聚”、攥指为拳，打造网上宣传的“广电联合舰队”，在壮大宣传舆论阵地、满足人民群众精神文化需求方面发挥更大的作用。</span> <a target=\"_blank\"><img src=\"http://www.nrta.gov.cn/picture/0/s_f2826cfd5b664244b13d98a2a98f7d7e.jpg\" width=\"700\" height=\"466\" /></a> <span class=\"text-tag\" tabindex=\"125\"> 殷勇指出，北京市始终将推动媒体融合发展摆在突出位置，发挥广播电视和网络视听资源优势，努力把媒体融合创新势能转化为首都文化建设的发展动能。我们将深入贯彻落实习近平总书记关于媒体融合发展的重要论述，立足首都城市战略定位，大力推动首都媒体深度融合发展；担负起壮大主流舆论的职责使命，以人工智能等先进技术为支撑，构建现代化媒体融合发展新体系；做好首都文化这篇大文章，把媒体融合的新理念新成果运用于中轴线申遗、三条文化带建设、非物质文化遗产保护当中，让历史文化遗产焕发新光彩；构建京津冀文化和媒体融合圈，拓展三地交流共融新空间；推出更多优秀文化作品，打造更高美誉度的大视听精品力作，激发文化繁荣发展新动能，为文化强国建设作出新的更大贡献。</span> <p class=\"text-tag\" tabindex=\"126\"> 开幕式上还举行了全国广播电视新媒体联盟成立仪式。全国广电新媒体联盟是国家广播电视总局推动广播电视主力军挺进互联网主战场的一项战略举措，是推进媒体深度融合发展、建设全媒体传播体系的一次创新探索。全国广播电视新媒体联盟将在巩固壮大主流舆论上发挥引领作用，在构建聚合效应上发挥骨干作用，在助力做大做强上发挥龙头作用，在推动规范发展上发挥示范作用，重点打造思想引领平台、舆论引导平台、协作共享平台、发展赋能平台、高端智库平台，让广播电视牢牢占据移动传播制高点，在网络空间弘扬主旋律、传播正能量。</p> <p class=\"text-tag\" tabindex=\"127\"> 本届大会开幕式主论坛聚焦媒体融合发展与文化强国建设，邀请中央广播电视总台编务会议成员姜文波、编剧龙平平、河南广播电视台台长王仁海、中央民族大学教授蒙曼、中国广播电视网络集团有限公司董事长宋起柱和爱奇艺创始人龚宇，分别从技术创新、精品创作、媒体责任、网络赋能等角度作了发言。</p> <p class=\"text-tag\" tabindex=\"128\"> 中宣部、中央网信办、文化和旅游部、人民日报社、新华社、中央广电总台、中国文联、中国作协、中国记协负责同志和有关部门负责人，全国各省、自治区、直辖市的广播电视局、广播电视台等单位主要负责同志，重点网络视听机构和全国广播电视新媒体联盟代表，以及专家学者、企事业单位负责人、媒体记者等600人参加大会。</p> <p class=\"text-tag\" tabindex=\"129\"> 6月28日下午至6月29日全天，大会还将举办“传统文化‘正流行’：文化传承与融媒创新”、“省级媒体平台创新运营与文化传承融合传播”主题研讨、“‘新时代·新品牌·新影响’广电媒体融合新品牌推介”等11场专题活动。此外，大会现场还设置了专题展区，集中展示广电媒体的新时代文化传承创新与媒体融合发展的新成果。</p> ",

"content": "<section> 中国网络视听节目服务协会秘书处负责人于8月17日就吴某凡作品下架一事回答了记者提问。</section><section></section><section><strong> 问：我们注意到8月16日，吴某凡的作品已从多个网络视听平台下线，协会今天上午也就此事发声，请介绍一下协会对此事的看法。</strong></section><section><section><section> 答：中国网络视听节目服务协会坚决支持会员单位采取的联合行动，支持下架吴某凡参演的影视综艺节目。协会重申，绝不为违法失德人员提供出镜发声的机会和平台，绝不让这些人员和作品在网络视听行业有立足之地。娱乐圈不是恣意妄为的法外之地。一些明星艺人不讲职业道德，缺乏艺术操守，突破法律道德底线，金玉其外，败絮其中，理应受到严厉的惩罚，必须付出应有的代价。文艺的使命在于铸造灵魂，文艺作品的价值在于启迪思想、温润心灵、陶冶人生。中国网络视听节目服务协会号召网络视听从业人员，把为人、做事、从艺统一起来，以德养艺、率先垂范，以高尚的职业操守、良好的社会形象、优质的文艺作品为社会做出正面榜样。全体会员单位要切实承担起社会责任，进一步严格演员与嘉宾选用，坚决抵制追星炒星、“泛娱乐化”等不良倾向，坚决抵制违法失德人员发声出镜，坚决杜绝“流量至上”、拜金主义等畸形价值观传播，切实树立行业新风正气，共同营造向上向善的网络空间。</section><section></section></section></section><section><strong><img class=\"aligncenter size-full wp-image-54113\" src=\"http://www.saigefan.com/wp-content/uploads/2021/08/srchttp-_p9.itc_.cn_images01_20210819_7d105fe29bcf42db81ea5117c81a3af6.jpegreferhttp-_p9.itc_.cnapp2002sizef999910000qa80n0g0nfmtjpeg.jpg\" alt=\"\" width=\"600\" height=\"358\" /> </strong></section><section><strong> 问：请问网络视听业界机构对此有何反应？</strong></section><section><section><section> 答：优酷、爱奇艺、腾讯等各大网络视听平台已经下架了吴某凡的相关作品；与吴某凡有品牌合作的腾讯视频更是在事件发生伊始便迅速向其发出解除合作通知、终止一切合作；芒果TV日前联合80余位艺人签署了《自觉践行崇德尚艺 努力做新时代文艺工作者承诺书》；百度已经给吴某凡打上了“违法失德艺人”数据标签；微博已经禁言了吴某凡个人和工作室的帐号等等。根据会员单位反馈数据，截至上午10时，全网合计处理短视频节目达190万条、影视综艺节目7000部次。目前仍在继续开展有关节目内容的排查和处置。“多平台下架吴亦凡作品”迅速登上微博热搜榜，引发用户热议，得到社会舆论广泛支持。这充分说明，各会员单位越来越重视自身所担负的社会责任，坚决将社会效益放在首位，自觉抵制违法失德艺人。我们相信，全体会员单位一定能承担滋心涵情、成风化人的使命责任，共同维护网络视听清朗空间，始终做社会主义核心价值观的坚定守护者和践行者。</section><section></section></section></section><section><strong> 问：下一步协会在提升从业人员素质、加强行业自律方面有哪些举措？</strong></section><section><section><section> 答：风清气正的良好生态，需要行业各方共同维护。下一步，协会将从宣传教育、人员培训、自教自律等三个方面着手。一是继续加强对各会员单位的宣传教育，及时宣讲中央精神和行业政策法规，进一步增强各网络视听平台的主体责任意识和做好工作的使命感。二是加强从业人员培训，加强思想积累、知识储备、艺术训练，提高学养、涵养、修养，努力追求真才学、好德行、高品位，做到德艺双馨。三是更加有力地推进行业自教自律，完善规则，健全机制，引导业界机构和从业人员自觉遵守法律法规和道德规范，共同抵制失德失信行为，坚持用明德引领风尚，推动行业高质量健康发展。</section></section></section><section><img class=\"size-full wp-image-54112 aligncenter\" src=\"http://www.saigefan.com/wp-content/uploads/2021/08/SRC_HT1.jpg\" alt=\"\" width=\"542\" height=\"465\" />（来源：中国网络视听节目服务协会官网）</section>",
