开幕式后进入此次论坛的主题报告环节，首先进行分享的是首都师范大学哲学系的程广云教授。程广云教授以“寿同天地、光齐日月”为题，为我们论述了屈原诗歌和楚骚传统。他认为所谓“诗人”，是以诗歌来表现自己的人格的人，在这一意义上，屈原是中国名副其实的第一个诗人。在《离骚》中，屈原如同但丁一样，上天入地，驰骋幻想，融叙事与抒情于一体，创作了一部以“第一人称”贯穿始终的自叙诗。这是个人意识被集体意识所笼罩的“自我意识”的时代的闪亮登场。接下来程广云教授又从文本解读的角度分析了屈原的诗歌。屈原的《九歌》将楚国九神人性化，赋予艺术想象，也就解构了巫术建构的原始信仰；屈原《天问》不仅有宇宙论的追问，而且有本体论的追问，是形而上学的“超验之问”，但是却都是有问无答。屈原及其楚骚传统虽然冲决了南国巫术文化的网罗，高扬自我意识、自由意志、独立人格，但却无法突破中原儒道互补精神构架的规制。惟其如此，方显屈原及其楚骚传统独特的历史文化意义和价值，弥足珍贵。 北京师范大学哲学学院沈湘平教授作为评议人指出，应该从中国文化的多个源头的角度看待屈原的历史位置。现在我们中华文化更多的是一种黄河文明，而屈原代表了一种长江文明。黄河文明天生带有一种无神论倾向，而长江文明是不同的。如果能以长江文明与黄河文明相统一融合，也许能够缓和我们当下的世俗化倾向，保持人的灵性。另外，长江文明诗中有一种明显的他者意识，或说文化主体性。最后，沈湘平教授赞赏了屈原所代表的楚文化中的狂者精神。 来自中国社会科学院的刘悦笛研究员以“情本体”为出发点试图为屈原哲学找到一个可以依托的思想资源。他说，“屈骚传统”作为中国思想的主流之一，既被外来的“哲学”传统所压制，也被内生的“文学”传统所局限，其实它所彰显的恰是中国“情本体”大传统，从而与逻各斯中心主义的哲学传统迥异。更为特殊的是，屈骚传统延续的是“巫传统”，但并不是巫的理性化、政治化和文明化，而重在“化巫为情”。其中，巫传统和情传统皆被转化为“美巫”和“美情”，从而指向一种“美人”与“美政”的结合。屈骚传统难道不就是“巫传统”、“情传统”及“美传统”吗？然而，屈原同时却又倡导一种“得中正”的理性，而非儒家中庸的实用理性，从而实现了一种中国式偏重于情之维的“情理结构”。 清华大学哲学系唐文明教授针对刘悦笛教授所提到的儒家的理性问题点评道，“得中正”的理性恰恰是儒家的主张。儒家认为情和理要统一，情若不本于理容易流于滥情，理若不诞于情容易沦为死理。这也是历代儒家儒者之所以重视屈原的原因所在，而这种重视也是成就屈原在中国文化历史上独特地位的原因之一。 <img class=\"wp-image-52084 aligncenter\" 中国人民大学哲学院刘畅教授的报告题目是从《天问》看哲学作为反思实践，他认为屈原的《天问》彰显了强烈的反思精神与鲜明的自我意识。如在《天问》中所见，万事万物都可能成为反思的对象。反思自己，只是反思的一种可能情形。当然，自我在一切反思活动中仍扮演着重要角色：作为反思的主体。反思并非映照、发现了那个原本就已成形的自我，反思发明了自我，成就了自我。 首都师范大学资深教授陈嘉映在评议中提出三个小问题，首先镜像式反思的隐喻是不是一定程度上表明自我对于自我是不够透明不可见的。这也就引出了第二个问题，那就是反思的首要对象可能不是自我而是所接受的东西是不是合理的，这同样也是《天问》所述说的内容。第三个问题，虽然屈原的文化地位已超越了一位普通的诗人，但对于屈原作为哲学家，屈原的哲学思想等提法还是应该持一个谨慎的态度。 <img "content": "新广电发〔2018〕36号 各省、自治区、直辖市新闻出版广电局，总局有关直属单位，持有《信息网络传播视听节目许可证》的在京中央机构： 为深入贯彻落实习近平新时代中国特色社会主义思想和党的十九大精神，支持优秀网络视听节目生产传播，根据总局工作部署，定于近期开展2018年度网络视听节目内容建设扶持项目申报评审工作。现将有关事项通知如下： 一、2018年度网络视听节目内容建设扶持项目分为“优秀原创节目”、“重大宣传项目”、“重点推广项目”、“优秀内容管理项目”4项。 二、“优秀原创节目”从2018年总局“‘弘扬社会主义核心价值观共筑中国梦’主题原创网络视听节目征集推选活动”、“网络视听节目精品创作传播工程”以及中国网络视听节目服务协会“优秀原创网络视听节目推选活动”中的优秀作品产生。产生方式见相关活动通知。 三、“重大宣传项目”、“重点推广项目”、“优秀内容管理项目”指在重大主题宣传、业态创新、内容管理等方面具有典型意义的案例或团队（具体评审条件详见附件1）。请各省（区、市）局组织辖区内广播电视播出机构和持有“信息网络传播视听节目许可证”的机构申报和初评，报总局终审（附扶持项目推荐表，见附件2）。各省、区、市每类项目申报数量不超过2个；其中辖区内持“信息网络传播视听节目许可证”机构超过30家的，每类项目申报数量不超过3个。 中央有关持证机构、总局直属单位直接向总局网络视听节目管理司报送申报材料，每家申报项目数量不超过2个。 四、“重大宣传项目”、“重点推广项目”、“优秀内容管理项目”为在2017年3月1日至2018年2月28日期间开展的项目。 五、请各单位4月15日前完成相关材料（包括电子版）的报送工作，逾期不再受理。请于2018年3月15日前将本单位负责申报工作的联系人名单以电子邮件方式发总局网络视听节目管理司。 六、总局网络视听节目管理司联系方式 联系人：韩旸 联系电话：010-86095630 传真电话：010-86095595 电子邮件：hanyang@chinasarft.gov.cn 联系地址：国家新闻出版广电总局网络视听节目管理司办公室韩旸（北京市西城区复兴门外大街2号，邮政编码：100866） ",

"content": "<p class=\"text-tag\" tabindex=\"123\"> 6月28日上午，第三届中国广电媒体融合发展大会在京开幕。大会由国家广播电视总局、北京市人民政府指导，中共北京市委宣传部、北京市广播电视局主办，以深化广电媒体融合发展、推进文化强国建设为主题，以学习宣传贯彻党的二十大精神、贯彻落实习近平总书记在文化传承发展座谈会上的重要讲话精神为主线。中宣部副部长，国家广播电视总局党组书记、局长曹淑敏出席开幕式主论坛并作主旨演讲，北京市委副书记、市长殷勇出席开幕式主论坛并致辞。</p> <span class=\"text-tag\" tabindex=\"124\"> 曹淑敏指出，大会要深入贯彻落实习近平总书记关于加快推动媒体融合发展，建设新型主流媒体，构建全媒体传播格局的重要论述，深入贯彻落实习近平总书记在文化传承发展座谈会上的重要讲话精神，以广电行业的新作为，展现新气象，作出新贡献。曹淑敏强调，要深化媒体融合，做好习近平新时代中国特色社会主义思想宣传，强化头条意识，做强做优理论节目，加强融合传播，推动党的创新理论“飞入寻常百姓家”；要担负起新的文化使命，做好中华优秀传统文化创造性转化、创新性发展，培育和创造新时代中国特色社会主义文化，强化对外传播、讲好中华文明故事，秉持文化追求、突出价值引领；要加快融合聚合，推进主力军挺进主战场，通过成立全国广播电视新媒体联盟，推动广播电视媒体融合和新媒体聚合联合，化“散”为“聚”、攥指为拳，打造网上宣传的“广电联合舰队”，在壮大宣传舆论阵地、满足人民群众精神文化需求方面发挥更大的作用。</span> <a target=\"_blank\"><img src=\"http://www.nrta.gov.cn/picture/0/s_f2826cfd5b664244b13d98a2a98f7d7e.jpg\" width=\"700\" height=\"466\" /></a> <span class=\"text-tag\" tabindex=\"125\"> 殷勇指出，北京市始终将推动媒体融合发展摆在突出位置，发挥广播电视和网络视听资源优势，努力把媒体融合创新势能转化为首都文化建设的发展动能。我们将深入贯彻落实习近平总书记关于媒体融合发展的重要论述，立足首都城市战略定位，大力推动首都媒体深度融合发展；担负起壮大主流舆论的职责使命，以人工智能等先进技术为支撑，构建现代化媒体融合发展新体系；做好首都文化这篇大文章，把媒体融合的新理念新成果运用于中轴线申遗、三条文化带建设、非物质文化遗产保护当中，让历史文化遗产焕发新光彩；构建京津冀文化和媒体融合圈，拓展三地交流共融新空间；推出更多优秀文化作品，打造更高美誉度的大视听精品力作，激发文化繁荣发展新动能，为文化强国建设作出新的更大贡献。</span> <p class=\"text-tag\" tabindex=\"126\"> 开幕式上还举行了全国广播电视新媒体联盟成立仪式。全国广电新媒体联盟是国家广播电视总局推动广播电视主力军挺进互联网主战场的一项战略举措，是推进媒体深度融合发展、建设全媒体传播体系的一次创新探索。全国广播电视新媒体联盟将在巩固壮大主流舆论上发挥引领作用，在构建聚合效应上发挥骨干作用，在助力做大做强上发挥龙头作用，在推动规范发展上发挥示范作用，重点打造思想引领平台、舆论引导平台、协作共享平台、发展赋能平台、高端智库平台，让广播电视牢牢占据移动传播制高点，在网络空间弘扬主旋律、传播正能量。</p> <p class=\"text-tag\" tabindex=\"127\"> 本届大会开幕式主论坛聚焦媒体融合发展与文化强国建设，邀请中央广播电视总台编务会议成员姜文波、编剧龙平平、河南广播电视台台长王仁海、中央民族大学教授蒙曼、中国广播电视网络集团有限公司董事长宋起柱和爱奇艺创始人龚宇，分别从技术创新、精品创作、媒体责任、网络赋能等角度作了发言。</p> <p class=\"text-tag\" tabindex=\"128\"> 中宣部、中央网信办、文化和旅游部、人民日报社、新华社、中央广电总台、中国文联、中国作协、中国记协负责同志和有关部门负责人，全国各省、自治区、直辖市的广播电视局、广播电视台等单位主要负责同志，重点网络视听机构和全国广播电视新媒体联盟代表，以及专家学者、企事业单位负责人、媒体记者等600人参加大会。</p> <p class=\"text-tag\" tabindex=\"129\"> 6月28日下午至6月29日全天，大会还将举办“传统文化‘正流行’：文化传承与融媒创新”、“省级媒体平台创新运营与文化传承融合传播”主题研讨、“‘新时代·新品牌·新影响’广电媒体融合新品牌推介”等11场专题活动。此外，大会现场还设置了专题展区，集中展示广电媒体的新时代文化传承创新与媒体融合发展的新成果。</p> ",

"content": "<section> 中国网络视听节目服务协会秘书处负责人于8月17日就吴某凡作品下架一事回答了记者提问。</section><section></section><section><strong> 问：我们注意到8月16日，吴某凡的作品已从多个网络视听平台下线，协会今天上午也就此事发声，请介绍一下协会对此事的看法。</strong></section><section><section><section> 答：中国网络视听节目服务协会坚决支持会员单位采取的联合行动，支持下架吴某凡参演的影视综艺节目。协会重申，绝不为违法失德人员提供出镜发声的机会和平台，绝不让这些人员和作品在网络视听行业有立足之地。娱乐圈不是恣意妄为的法外之地。一些明星艺人不讲职业道德，缺乏艺术操守，突破法律道德底线，金玉其外，败絮其中，理应受到严厉的惩罚，必须付出应有的代价。文艺的使命在于铸造灵魂，文艺作品的价值在于启迪思想、温润心灵、陶冶人生。中国网络视听节目服务协会号召网络视听从业人员，把为人、做事、从艺统一起来，以德养艺、率先垂范，以高尚的职业操守、良好的社会形象、优质的文艺作品为社会做出正面榜样。全体会员单位要切实承担起社会责任，进一步严格演员与嘉宾选用，坚决抵制追星炒星、“泛娱乐化”等不良倾向，坚决抵制违法失德人员发声出镜，坚决杜绝“流量至上”、拜金主义等畸形价值观传播，切实树立行业新风正气，共同营造向上向善的网络空间。</section><section></section></section></section><section><strong><img class=\"aligncenter size-full wp-image-54113\" src=\"http://www.saigefan.com/wp-content/uploads/2021/08/srchttp-_p9.itc_.cn_images01_20210819_7d105fe29bcf42db81ea5117c81a3af6.jpegreferhttp-_p9.itc_.cnapp2002sizef999910000qa80n0g0nfmtjpeg.jpg\" alt=\"\" width=\"600\" height=\"358\" /> </strong></section><section><strong> 问：请问网络视听业界机构对此有何反应？</strong></section><section><section><section> 答：优酷、爱奇艺、腾讯等各大网络视听平台已经下架了吴某凡的相关作品；与吴某凡有品牌合作的腾讯视频更是在事件发生伊始便迅速向其发出解除合作通知、终止一切合作；芒果TV日前联合80余位艺人签署了《自觉践行崇德尚艺 努力做新时代文艺工作者承诺书》；百度已经给吴某凡打上了“违法失德艺人”数据标签；微博已经禁言了吴某凡个人和工作室的帐号等等。根据会员单位反馈数据，截至上午10时，全网合计处理短视频节目达190万条、影视综艺节目7000部次。目前仍在继续开展有关节目内容的排查和处置。“多平台下架吴亦凡作品”迅速登上微博热搜榜，引发用户热议，得到社会舆论广泛支持。这充分说明，各会员单位越来越重视自身所担负的社会责任，坚决将社会效益放在首位，自觉抵制违法失德艺人。我们相信，全体会员单位一定能承担滋心涵情、成风化人的使命责任，共同维护网络视听清朗空间，始终做社会主义核心价值观的坚定守护者和践行者。</section><section></section></section></section><section><strong> 问：下一步协会在提升从业人员素质、加强行业自律方面有哪些举措？</strong></section><section><section><section> 答：风清气正的良好生态，需要行业各方共同维护。下一步，协会将从宣传教育、人员培训、自教自律等三个方面着手。一是继续加强对各会员单位的宣传教育，及时宣讲中央精神和行业政策法规，进一步增强各网络视听平台的主体责任意识和做好工作的使命感。二是加强从业人员培训，加强思想积累、知识储备、艺术训练，提高学养、涵养、修养，努力追求真才学、好德行、高品位，做到德艺双馨。三是更加有力地推进行业自教自律，完善规则，健全机制，引导业界机构和从业人员自觉遵守法律法规和道德规范，共同抵制失德失信行为，坚持用明德引领风尚，推动行业高质量健康发展。</section></section></section><section><img class=\"size-full wp-image-54112 aligncenter\" src=\"http://www.saigefan.com/wp-content/uploads/2021/08/SRC_HT1.jpg\" alt=\"\" width=\"542\" height=\"465\" />（来源：中国网络视听节目服务协会官网）</section>",
